This paper analyzes what RISE calls ‘delegation’ and shows that different stakeholders in the education system may not prioritize learning but have a different collective understanding of the goal of education, which explains a high desire for formal schooling despite low learning and systemic dysfunctions. Education systems need local cooperation and support to be successful, but are often not integrated in local communities and structures.
