This paper is part of wider RISE research on learning trajectories that compares the impact of different strategic approaches on learning and highlights the need to view the global learning crisis as one where overall levels of learning are too low in many countries. Even if all within-country inequalities were eliminated, the vast majority of children would still not reach the SDG learning targets.
