"Improving Public Sector Management at Scale?"

This paper shows that MPSQA, a school quality assurance programme introduced in a large-scale experimental evaluation in Madhya Pradesh, India, had no impact on student learning outcomes, nor on a wide range of processes that support student learning but satisfied political objectives that allowed it to scale-up nationwide.
