"Embedding Innovation in State Systems: Lessons from Pratham in India"

This paper studies Pratham's intervention in India to understand what factors facilitate adoption of NGO-led innovations by senior bureaucracy and political elites; and how to incentivise district-level field staff and school principals and teachers to implement such innovations.
