Where There’s a Will There’s a Way: The Role of Political Will in Creating/Producing/Shaping Education Systems for Learning

This Insight Note introduces a typology to distinguish between different political contexts with distinct processes of political will formation, which can also be used to describe the different ways in which political will may be fostered in contexts where it is lacking in order to create, produce and shape education systems for learning.
