In order to design a human resources management approach that attracts, retains, and motivates teachers who effectively cultivate student learning, policymakers need to refer to a fully hedonic, fully dynamic model of teacher careers and consider its 5 design elements: delegation, information, support, finance and motivation. The researchers analyse the teacher career cycle and illustrate how education authorities use different levers to influence the individual and collective motivation levels of teachers.
