Foundational Skills

This paper discusses the importance of foundational skills (literacy and numeracy) and analyses universal, early, conceptual and procedural mastery of these skills in the context of the learning crisis stating that the overwhelming majority of children in the world attend schooling, but large proportions of these children do not receive a quality of education that equips them with even the most foundational literacy and numeracy skills.
