Delegation in Voice & Choice

This page argues that parents have limited ability to delegate objectives and priorities to schools and that families are more able to use voice and choice to hold schools accountable for learning in a system organized around distributed decentralization, meaning that educational functions are allocated to the level of the system best able to perform them.
