Delegation in Compact

In many countries like South Africa, Nigeria or Germany, sub-national entities like provinces or states hold the main authority over education policy and financing and, In these cases, the delegation of priorities from any government (regardless of level) to the the highest education authorities is considered delegation in the ‘Compact’ relationship.
