Percy was born 8th January 1897 in Tenterden, Kent to Charles Henry (a farmer) and Julia Isabella Bourner. In 1911, Percy, his parents and siblings were all living in Canada, having emigrated there in 1909. Percy was a farmer before the war. He married Louise Stemp.

Percy was a Private in the 87th Battalion Canadian Infantry (Quebec Regiment) - regiment number 177564. He died 21st October 1916. He was firstly reported missing before being reported killed in action. It was not until December that it was confirmed that he had died in action. He is buried at the Adanac Military Cemetery, Miraumont and Pys.

There is a family story that Percy was in a convalescent home when a nurse took him on a boat trip on the lake in the grounds. The boat capsized and Percy died due to his injuries.
