The letter came from a House clearance of someone related to Gen. Headlam.
Editor's Comment: Letter from Major General Royal Artillery John E. W. Headlam to Winston Churchill, newly appointed (16th July 1917) Minister of Munitions, giving an appreciation of the supply situation, particularly as regards concrete.
