Letter from Major General Royal Artillery John E. W. Headlam to Winston Churchill, newly appointed (16th July 1917) Minister of Munitions, giving an appreciation of the supply situation, particularly as regards concrete.

In Central Registry slip, with tabulated 'Allotment of Artillery to Corps, Second Army, 4th October 1917'.
